Most girls peak in their early 20s. A few early bloomers peak in their teens. The only real advantage most teenagers have is their skin, which positively glows. As Doug mentions, some real hotties peak in their late 20s. (Monica Bellucci was hottest from her late 20s through her early 30s.)

The whole “confidence” thing really bugs the shit out of me. For one thing, it’s exactly as Roissy put it: projection.
For another thing, it’s insanely wrong. I don’t think I’ve ever met an actually confident woman. Most of them are dripping with insecurity; I’m pretty sure this is the nature of women in general -something to do with estrogen. Oh sure, some can be comfortable in their own skin, but that’s not confidence; that’s just the result of being alive for a long time.
Finally, I have occasionally been very charmed by overt lack of confidence. One girl I won’t soon forget: her hands trembled when I met her. It was one of the most charmingly feminine things a woman has ever done on a first date; like something from a Victorian novel. Since she wasn’t an Anglo-American harpy, she didn’t try to brass it out like she had too much coffee or something. More like, she blushed a little. I was really charmed, and would have married her on the spot just for that.
